Typically yes, but I've designed a few that were pile supported with a typical stick framed floor and some with elevated concrete floors.

not doubting you have but how many of those elevated concrete slabs were on a camp where the builder is trying to save money?

If I were to build one down south, this is what I would build. There is one down towards Reggio that took on Katrina and still standing. There was a 30' water surge there and the camp is about 18' up.
