Air or fuel system?

When does it lose power? All of the time, at start up, when working hard, barely moving, what?
Are you running red diesel or alien blood?

If immediately, check your fuel pressure. Then check for air leaks.
If it takes a few minutes after turning on your PTO, check your cooling system.
If running a big bushhog or tiller... Yeah that's normal.
If you have an IR thermometer, shoot it at each exhaust port. Higher temps show lean.

What kind of tractor?
Any blow by?
Any extra oil level?
Air and fuel filters clean?
If all the above is good, you could have a injector problem.

What kind of tractor (hp)?
What's hooked to the pto?
There's not 3 miles of barbed wire wrapped around the stump jumper, right?
Can you turn the implement freely by hand when not hooked up, but in the raised position?

Fuel system may have a high and low pressure filter. Change both.

The easiest answer is always fuel filters. It's the problem more often than not I think.
