Talking to my uncles whom own the majority of the land around it, none of them have ever spoken to him. Dont know how good of an idea it would be to put the man's full name on here

Call the folks at Mississippi's equivalent of the LDWF. They'll give you suggestions and may even draw up a plan for you.

If you have the ability to hunt the 200 acres, then it's definitely worth it to start hunting it. You could probably do 2 small food plots to start really bringing the deer to your property.

JMO, he should start the plots this year, hold off next year, and hunt the following year.

It looks like it it is primarily hardwoods. Hire a forestry mulcher to come in and clear some foodplots and trails. Plant the plots, with 30 acres I would do 2 food plots. Try to place them so the prevailing wind will be in your favor. you could also hunt the trails. This will require maintenance, (clipping and spraying) throughout the year. You may want to cut some timber to open up the canopy that will allow browse growth for bedding and feeding areas. Good luck.
