Now that you have a picture, I would just have a plate welded in. A family member has a boat like that with a floor weld in. Real nice skiff. The good thing about that is once off the water, pull the plug and it's good.

don't even consider zinc or galvanized screws
what you want is SS fasteners and a neoprene or rubber washer
also get a tube of never seize and put it on the threads of the screw

Yes, I want to go from side to side and from the front to the back but leave it about a foot short for my bilge pump.

Okay now I think I will probably go ahead with the aluminum plate and put Hydro Turf on that to keep it cool and slip resistant. I will definatly call around all of the places to see if I can get the plate cheaper.

Definitely don't skimp on the never seize.
