Having a propane tank buried- Hempstead, TX

I am building a house and need to have a propane tank buried in Hempstead, Tx. I called AmeriGas in Waller and they quoted me approximately $5500 just to bury a 250 gal tank. That does not include any gas.
A friend of mine had one buried recently (within the last 12-18 mos.) in south LA, and paid $3500 for a 500 gal tank filled with propane.
Any idea what the price should be?
any suggestions for a Company that operates in this area?

I may have useful information for you next week and will try to remember to post it. A few days ago the propane guy visited my builder at a house I've got under construction in a VE zone in FL, don't know the outcome yet.
That quote seems absurdly high, though.
If burying is required my builder intends to do it along with the septic tank.

I paid $1800 for LaCox to bury and fill my 350 gallon two months ago.
