Flying with ammo

I can fly with shotgun ammunition in my checked bags up to 11 pounds. Question is does it have to be in a hard case or is just laying them still a box in my suitcase allowed.

It has to be in the original packaging in a TSA compliant hard case with TSA compliant lock.
ETA: it's really not worth the hassle unless you don't have any other choice.

I believe this has been argued here before and it's not the case. They do not want you using a TSA compliant lock for firearms and ammo bc only YOU are supposed to have the key to that lock. Having a TSA complaint lock makes it accessible for others.

Well, what I meant to say was a lock that's compliant with TSA policies regarding firearms which, just like you said, is a lock that only you can open with your key. I guess I should've clarified a little better.

So if I am checking my clothes and I put two boxes of Amo in my suitcase I have to have it locked?

No, it has to be in a separate hard case (that meets TSA standards) with the locks I described. That box can be either in you suitcase or checked separately. If in your suitcase, your suitcase doesn't need to have a lock on it, but if you do lock it, you will need a standard TSA approved lock (if I understand it correctly).

Not really applicable to shotgun shells but for other ammo the exception to the original packaging rule is if the ammo is in a firearm magazine and the magazine is in a pouch that encloses it.
I printed out the TSA Policy, highlighted this section, laminated it and taped it to the lid of my Pelican case. TSA guy says "you can't have ammo in these mags", I point to the lid of my case and he reads it then says "where did you get this?" Off your website doofus. It's your policy. It took two supervisors to sort things out.

Yeah, the only time I've transported ammo it has been in the same case as the weapon.

I can't remember the specifics weight but it amounts to 4 boxes of shotgun shells. I travel with ammo and gun in same place.

Pro Tip: Midway will tell you how much each box of ammo weighs. No need to actually do it.
