Evinrude 25hp cold start

I have to pull one of the plugs off and put a squirt of fuel in the cylinder to start this motor when cold. Runs great after that and starts with 1 pull for the rest of the day. Carb just rebuilt which didnt alleviate this problem. Could it be the fuel hose/bulb? Any other ideas?

Use a quick squirt of starting fluid in the air intake instead of...

carb wasn't tuned right after rebuild. Or the choke butterfly isn't closing all the way

It did the same thing before the rebuild. I'll check the choke. It's just a manual Paulo knob.
