Does it apply to inshore forecasts, or is just something for offshore vessels? Hopefully this damn weather settles, I'm ready to put some specks on ice.

No idea. I normally don't even look at the weather before I go fishing. If I have a free day I go

Time in seconds between the largest waves. I really wouldn't worry about this especially if the forecast is 1-2 foot seas this weekend.

Shorter the period the less time (spacing) between wave faces and generally the rougher the ride. A 3 ft sea at 8 seconds is much better than 3 seconds

Not so much. If you're on the outside of the islands it'll come into play, but otherwise the wave action is limited due to fetch or depth in most locations and is determined by wind direction and velocity.

ETA: I should add that I assume you're getting this from an offshore forecast. If you're getting the dominant wave period from a buoy next to where you want to fish, then of course it applies. Dominant wave period is a time between waves regardless of where you are (it would apply on a freshwater lake) - but if you're looking at a marine forecast and wondering if it'll apply to fishing inside, most likely not as offshore dominant wave periods and inshore dominant wave periods are not usually a direct correlation.
