I think underwater/submerged ground level is the qualifier, as a lot of wells in the Gulf have a derrick floor and Kelly Bushing above sea level during the drilling phase. Therefore, any well over water qualifies as an "offshore" well.

I totally made that up on the fly so take it for what it's worth.

I dunno. If someone invited me offshore then took me to Caddo Lake I'd be pissed.

First true offshore platform is ship shoal 28 just south of Morgan city.
It's completely concrete, and one of the best speckled trout spots around
