Christmas Light Contest in Kennilworth Subdv.

Any one know when this is supposed to occur?
I stumbled upon it last year by accident and wanted to bring my parents to see it this year.
Talking about when most of the neighborhood walks around to look at the lights/judge and most houses have the white paper bags with candles in them along their yard.
