Yard is still soaked from all the rain, would like to get this weed killer down today before it rains again next week... Will the ground being kinda soggy hurt its effectiveness?

Yikes. Hope you don't have animals or kids that run around barefoot.

Sure, as long as you are not applying something for pre-emerge control....anything that kills active vegetation will soak through leaves to act...

Add a little extra dish soap and spray like crazy.

Like Spankum said, Image is a post-emergent that is absorbed through the foliage. You're good.
