I need a will use my burner for both cooking and heat in a very small shelter. There are attachments for heating and the there are small stoves for cooking. As long as I burn the flame blue is there any difference in how much heat I will get out of the same amount of propane?

Yes. Usually the heaters are designed to heat some sort of element that is good at distributing and holding heat. Then air is blown over it. A heater will put out way more heat per unit of propane than will a stove.
