Boat Title Question

A person I know bought a boat for the vessel of opportunity program or whatever it was called after the oil spill. Now that he has no use for the boat he is trying to get rid of it, the only problem is he never put the boat in his name. He has the original title for the boat and he tried to put it in his name, but the DMV tells him he needs to bring them the bill of sale, he never got the bill of sale. So he tries and contact the guy who he got the boat from and he can't get in touch with him. (He got the boat in New Jersey btw.) So I guess my question is how does he go about getting a new title without a bill of sale? Does he just make one and forge the guy's signature on it? I don't see how this would effect him since it was so long ago and we already paid him for the boat.

He must go to a JOP then have the title awarded to him. Then he must gat an affidavit stating how he came into possesion of the boat.

He really needs the bill of sale to show that he has paid taxes on it. Is he going to have to pay taxes if he doesn't have the bill of sale?

How did he pay taxes on it if he never switched the boat over to his name?

Dude, the boat is totally unmarketable. Your buddy has been royally screwed and you shouldn't touch it.
Tell you what I'll do, because I'm a good guy. Drop the boat off at my house and I will get rid of it for you both, no questions asked. Just give me whatever paperwork you have and all the facts of the transaction and you will never have to worry about it again.
If either of you get caught in that boat you may go to jail.
Give the boat to me.

Speaking as someone who's bought a boat from a private seller from out of state and someone who knows a little about this situation...
BOATS don't need titles. LDWF is giving the option to get titles on boats now, but it's not a necessity. Yes, a Bill of sale is needed in order to get it registered with LDWF.
Boat TRAILERS do need titles. You will need the original title and a bill of sale from the owner.
If the original state didn't require titles on trailers, you still need the bill of sale.
You'll need to bring the bill of sale to the local tax collector (Usually the Sheriff Office) and since you bought it out of state privately, there should be no tax needed to be paid. They will give you a letter stating your tax obligations were made.
From there you'll need to get the trailer inspected by local or state police. If it passes they will give you a letter stating so. Then you need to go to the DMV to register the trailer with the paperwork from the inspection and tax office.
It's a huge clusterfrick when attempting to bring a boat or any vehicle in from another state and if you don't have all the proper paperwork, you're screwed.
Good luck. You need to find a way to get in touch with the original owner.
