Boat Electrical Questions

I have a small (20') Center console boat. The fuel tank is in the center console and on top of the floor.
I would like to put a terminal block for electrical connections in the center console but need suggestions. Don't feel comfy just putting electrical connections near the fuel tank.
Does anyone know if a junction box that can be used and accessed without getting inside the center console? (Something maybe i can cut in the dash of the console?

I also have a 20' center console (Kenner) and it has a fuse block on the inside wall of the console, right next to the fuel tank. It was designed that way, but the console is open so I guess there isn't much danger of a build up of fuel vapor around that fuse block.
