Best way to manage weeds in front flower bed?

Getting very tired of pulling weeds out of the front bed. Just as soon as I pull them, more seem to sprout to replace them. What's the best way to manage the bed without having to weed them every 3-4 days?

Landscape fabric with pine straw on top to cover the bare spots.
When I put in new flower beds I will spray the grass with glyphosate and then till it once the grass is dead. I will level it out with a rake and then rollout the landscape fabric.
Cut slots/holes where you want plants and then cover it with pine straw.

It has been a tough go this year because everything is getting so much water. I generally see that a lot of mulch or pinestraw is about the only thing that will slow down weeds in a flower bed.

Look into a pre-emergent like Barricade.

Pre emergent and spot spray/treat with Roundup mixed in a little spray bottle and sprayed up close. Do not do on a windy day.

I completely let my flower beds get away from me this year and they are a mess. I'll have to do a complete overhaul next spring.

Don't laugh, but the best way I have found is by using just plain double to triple layers of old newspapers. No weeds for 2 years.
