Not part of the argument, there is a fundamental and legal difference between the "public resource" of water and Terra Firma. You can own ground, you cannot, should not be allowed to own water as per legal principles going back before this country was formed.

If your paying regular taxes on water bottoms that is your fault, the going rate is something like .50 cents an acre. You can always call the tax accessor and have the property reassessed. You have to submit a letter from the Corp that the property has a determination of being waterbottoms and wetlands, they are then taxed at a much reduced rate. This is what all of the large land owners do so they pay very little.
