That's not true, brah. They published guidelines with the exception removed (effectively banning the SS109/M855 and derivatives) - THEN realized they fricked up their own rules and published the notice. I'm not sure how they thought it was going to be received.

But, this was not a trial balloon. Don't believe me at your own peril.

I thought it unlikely that the Obama administration (and don't you believe for one second that this was being proposed by the ATF by itself; it was proposed and endorsed by the Obama admin to the ATF) would be able to get this done once the public became aware of it. Obama has demonstrated an extreme amount of ineptness in dealing w/ Congress and maneuvering to gather support for his agenda. Fortunately, a large number of american voters responded to protect their 2nd Amendment rights. I'll be surprised if the administration doesn't try something like this again by a backdoor approach.
