Looks like they were telling him he couldn't broadcast there. "dragged away" is a little dramatic.

The reporter was on the greenbelt. He should not stand there.

The Chinese guard (he wears a red band. He is a volunteering guard ) was telling him in Chinese: Hey, Buddy, can you move down a little bit?

But the guard is stupid. He should not do this before live TV. This small violation should be tolerated, especially in front of live TV.

One thing is: the Chinese culture does not respect social distances between unfamiliar people. A lot foreigners visiting China do not feel comfortable since Chinese can come very close to them. For example, if you are lining for a bus, the next Chinese will stay very close to you and breath down your neck. In US, people tend to stay 3 FT away from each other.

This guard should let the reporter finish first and let the reporter walk away by himself.

I read how he was back on tv in a few mins, why did this become a huge event?

Optics. Xi goes out of his way to thumb his nose at the west and then his later this happens. I think you can excuse it as a mistake the 1st time but I'm sure word will go out to his minions that's they will be sent to those re-education centers in the west if they do it again.
