Yasmin Ibrahim, truck driver, out on bail - any word on why he didn't brake?

I haven't followed this story closely, so I'm wondering what the report about him not hitting his brakes is all about. Is that true? If so, drugs? Asleep at the wheel? Texting? What's "his side" of the awful crash? He's out in bail now-- That's all I know.
