Right but I still don't understand how that would create a "catapult" effect.
Its been a while since I took physics so the downward force is applied at the center of mass (I think), which due to the placement would be obviously at the rear of the raft.
So while the placement could have made the front raft stay "lifted" as it crested the hill, it wouldn't make it "lift more" (a catapult effect)?

Think of it more as the raft doing a wheelie over the crest of the hill

I can't think they would be that short sighted in development of this to have the fence within "raft length" of the crest of the hill?
I'm just bored at work and this topic seemed like a good way to kill a bit of time.

I wonder if there is a video, I feel like i remember seeing one when the story first broke.
- i do remember videos of rafts launching off of the center hill before they opened and they had to redesign it and then they put the fence thing up.

I know several engineers and that quote in the OP doesn't sound very engineer like. A real engineer would use much bigger words to make the same point. Besides, as pointed out in a post below yours, it would be more of a "wheelie" effect. Catapults use weight on the shorter front rotating around a fulcrum point to launch an object on the longer back. So this isn't a catapult at all.

To understand the physics involved you have to see the raft they were on:
It was in laments terms, a catapult, with the two hefties being the counterweight and the child being the projectile. The creators of this ride should be ashamed of themselves for allowing this to happen. Not only were physics not taken into account, the safety net and its support structure used to prevent people falling off was the thing that killed the child.

In defense of the designers they probably assumed like most do that 300lb she beasts aren't climbing 15 flights of stairs then riding together.

I'm not sure if a catapult is the best description. Seems like a speedboat accident is more apt. Basically the center of gravity being in the back + speed = the front starts to come up and the speed does the rest.

Well they were coming to the top of the hill. The raft had slowed down considerably and the slope that they were at made the raft tip up and launch the kid.
