Why no NFL game on Wafb?

Why does WAFB not have an NFL game on at noon? Paid programming is on currently.

Fox and CBS rotate the double header from week to week.
Fox has it this week and rather than compete against the Saints, they opted for the late game.

If the Saints are on it's not a blackout.
NFL rule is if the home team sells out and is on tv then no other game can compete against it for TV coverage.
