Why does Coke keep screwing around with Coke Zero?

First they reformulate the recipe (which no one asked for), then they changed the name to "Coke Zero Sugar," and now they are selling them in bottles and cans that look very similar to the Classic Coke label.

because coke zero sugar is fantastic and way better than coke zero. Dr Pepper zero is great too.

Seeing as how Coke’s brand has reached the eyes and ears of more people on earth than the Gospel of Christ, I’d say this is the marketing department trying to do something to justify their continued existence in the company.

Based on your post alone, the marketing dept at Coke would be the last where people would have "justify" their existence.
Coke is a marketing machine and owes its market share to marketing.
