They guy is being an idiot.
However, the "our hands are tied despite citizen complaints" sure wouldn't fly if this was a black guy walking around a white neighborhood carrying a baseball bat. It would be clear intent of racist profiling.
If he is breaking no laws, other than the ones of common sense, the who gives a flying frick.

He shouldn't carry on the streets. That goes for anyone not in law enforcement. He's wanting to use it by bringing it to predominantly black neighborhoods. Why isn't he in the white neighborhoods and asking people if they're Christian? He's no different than the kkk in the early 1900-70s.
