Landrieu because he is literally putting his own citizens at risk in order to pander and line his pockets.

Landrieu is more of a scum politician. Everything he does has a calculated political purpose. Broome is just an idiot. She's totally incompetent, but not as deep in the political game.

Landrieu has caused physical destruction to the city both through intentional dismemberment of monuments leaving behind mold covered rubble, and through absolute sheer incompetence has cause flood damage, and we've yet to see how long and how expensive this bourbon street project will be.
Landrieu is killing New Orleans physically.

I don't know which is worse. In the immediate present I'd say Landrieu, but we've yet to see the full effects of Broome's ignorant incompetence.
Also, Broome just seems genuinely stupid. So it's hard to blame her. She doesn't know what the frick she's doing.
Mitch, on the other hand, is intellegent and knows exactly what he's doing. Which probably makes him worse.
