And who determined it’s characteristics? Honest question because I have no idea. Who determines there are 60 seconds in a minute and 60 minutes in an hour? 60 seems like such an arbitrary number.

And why are there counters like Seconds, minutes and hours?

And who came up with splitting up am/pm hours instead of just using one constant 0-24 hours like military time?

I'm guessing there are whole books on this topic, which is interesting.

Ancient baws in Egypt or whatever had sundials and divided the time up into parts and then divided those parts up into parts, and so on. Thats basically what hours, minutes, and seconds are.

They didn't have a metric system back then.

You Tube has some excellent science videos that answer your questions. It has a lot to do with man’s need to define schedules and events, etc. also has to do with arcs of sun angles, etc. go watch them.

You will also realize that humans have been smart for a long, long time. All we really have on ancient thinkers is our accumulated knowledge base — and Smart Phones.

Because there are 360 degrees in a circle and 60 is divisible by 2, 3, 4, 5, 6, 10, 12, 15, 20, and 30. 60 is a very versatile number.

The king could walk 24 miles in the time it took for day to become night and then day again. Miles were determined by measuring the king's foot and determining how many of his feet could be laid end to end in the time it took the king to walk from his castle to his concubine. Science!
