Women simply do not have the muscle structure to be able to generate the power required to get a pitched baseball up to even the average speed of a MLB breaking ball.
In fact, this one pitch that holds the world's record as the fastest pitch ever by a woman... is SLOWER than the average speed of high school pitchers' fastball and even some middle school pitchers' fastball as well.
