What's Up With Livingston Parish 2016 Tax Rolls?

I just went online to pay my 2016 Livingston Parish property taxes, and they have a notice posted stating:
Any OTers have insight into what's going on out here in the Free State?

I haven't even received a tax estimate. They're only screwing themselves though. The parish is hurting for money.

And screwing those individuals and businesses that were planning to use the payment of the tax to their best advantage
