"Rehome"...never heard that term before but I'm guessing someone is giving a dog away.

I'd say local law enforcement, but the only dogs they enjoy dealing with are they ones that didn't need rehoming.

Not sure of any specific pages in Baton Rouge area but I've seen people post on the own page asking people to share their post and it works.

It's a smaller mut. 7 years old. Family member had to enter a nursing facility.
