If anyone was "doing this" it was the guy, right? To me it looked like he had his arm around her chair, then she stood up and started dancing. I dunno...

I don't see her doing anything wrong.
Hard to tell what the guy is doing. His legs are propped up and cross into her space. Not sure if his hand was on the chair behind her already when she started her celebration dance.
Looks like he's most surprised/concerned with her bumping into his legs. That's where his attention is directed.
What he's doing with that left arm doesn't make a lot of sense given that he's mostly cringing away. Would've been better if he'd just withdrawn his arm and leaned away instead of letting his arm linger in the air so that it looks like he's holding her around the waist and touching her hip.
Looks awkward, but innocent when you notice-- again-- that his initial reaction goes from celebrating what happened in the game to concern that her dancing is going to snap his ACL.
She goes from dancing to WTF is this hand on me to... ohh, it's you... ha ha! In all, I see no harm, no foul.

She looks like someone who has had a few having fun. I don't see anything sexual about it. It's not like she was grinding on the dude's lap. His legs are both to the side of her.

Maybe making too much of a big deal about it. Just seemed weird, especially with Dell tucked away up in the corner with that sullen look on his face when his son's going off.

She is clearly dancing in her own seat. You can even see the guys left leg clearly next to her
