I would guess the average conservative is better educated, has a better understanding of economic indicators and therefore is a bit higher on the IQ scale than those who aren't conservative.

ETA: IQ doesn't necessarily indicate a smart person. Carter had the highest IQ of any president, and he was a borderline retard when he occupied the office.
