What did Brown Rogers Physical Therapy do to piss off the DOT?

Nice curb went up recently in the dedicated center turn lane of Jefferson Highway. No way to turn left into their business coming from Govt St.
IIRC, Jefferson has a center turn lane the entire way from Airline to Claycutt and this is the only raised curb. Seems really safe.
Who did they piss off.

Dantin developed that CityFarm place across the street and got that curb put in. Not sure why it was done. I didn't even consider it might frick up Brown Rogers

If I had to guess it was a condition of dantin/Bruce getting a curb cut onto jefferson for their development. DOT probably didn't want traffic to be able to turn left out of city farm or whatever it is being called in an attempt to limit additional traffic congestion with people turning left crossing 2 lanes and then merging/entering into the other lanes. You can see similar set up on perkins road by the district apts Just mu two cents from my past experience with DOT and municipalities on developments I have done

Most state DOT's try to limit unprotected left turns because it's a major source of crashes.
