What are those little buildings along Causeway bridge southbound?

Yesterday, driving southbound Causeway, every few miles there are these little buildings connected to the bridge by catwalks. Anybody know the purpose of these buildings?

In the Causeway's charter, they can only charge a toll so long as they are doing construction. They will always be doing construction on the Causeway. This is one of the projects they decided to do to be sure they can continue charging that toll.

They are safe haven for stranded drivers and also probably used for storage and construction work

They are for power switching. The causeway is powered by CLECO and Entergy, one from each shore. The building house relays that open or close should power go out for one company so the other company can supply power to the rest of the bridge.

The dichotomy of the Internet, this dude seems to have a reasonable answer so he must know what he is talking about. But there is no explanation of how he knows this or a reference to a source of information. Hmmm....

I'm an engineer at a Baton Rouge firm that works with the causeway. A few months ago, I did work on the fiber communication network that monitors the power at each building and the relays states. My coworker is an ex-power company guy and he maintains the relay system, I was helping him troubleshoot an issue that the fiber ring was not transmitting the status back to the SCADA system computer.

I'm sure that's a secondary reason LOL but I have seen them do it. The hide behind the building on the ledge (the cop is wearing a harness IIRC) and then they send a car after them or pull them over at the next crossover.

You can see the cable trays going in and out of them. When you drive northbound, you can also see cable racks along the eastern side of the southbound bridge.
They're not shitters and their primary purpose isn't to camouflage cops shooting radar.
