OPEC agrees to cut by 1.2MM barrels, but the US has already cut nearly 1MM barrels since 2015. This was unexpected, but isn't a drastic change. The intent is to get back into the $50-$60 per barrel range.

Trump has stated his desire to open all federal lands and waters up to exploration and drilling. If any of those turn up sizable finds you can expect prices to drop again.
On the flip side of this, India's consumption is expected to continue to grow by 4% each year until at least 2040 (with China around 1-2%). So while we are becoming more independent from foreign oil, the market is becoming less dependent on US consumption to keep prices at a decent level for the oil baws to remain employed.
