No, but all of the hospitals, United Plaza, and the Mall of Louisiana (but not the anchor stores) was annexed.

That is not how it works in places like Kenner, they have there entirely own judges, DA’s, and even jails.

Kenner is in Jefferson, which is not a merger parish.

I think the EBR city parish merger means everyone has to go to 19th JDC.

There may be Zachary traffic courts but there certainly doesn’t appear to be a criminal court or a sizable city jail here. But that may change with the new PD building going up.
