Weather nerd Q: would a NWS radar near BTR have warned yesterday's tornado?

I've seen mention on other storm threads how we are in a coverage hole between existing radars in Slidell, Lake Charles and Fort Polk.
Thus my question: if an additional radar site was located closer to Baton Rouge, would the increased close-in resolution and lower "look-angle" have caught yesterday's rotation near Old Hammond Highway?

The NWS used to operate a station at Ryan Airport prior to 1995. Their Radar was a 5 cm 1974 band C radar that was not Doppler. The restructuring of the NWS during the early 1990's closed many offices and so went the local Baton Rouge radar.
The Slidell Doppler Radar operating around 75sm from where tornado hit may have missed the mesocyclone if the beam was at 0.5 degrees above radar level. I think Baton Rouge needs a Doppler radar around the Hammond area.

This may be true, but if we spend money on radar, wouldn't it rob funds so desperately needed to study a loop?
