How much would it effect our military's capability?

Assuming the war stayed non-nuclear because that would be boring

Who is the enemy? If it's another country, we would steamroll them anyway.

Does our military not know how to read lines of latitude and longitude? And what other options of communication are there?

A lot of our bombs are GPS guided. We'd have to go back to laser guided bombs which is much more dangerous for our aircraft.

Well GPS satellites aren't communication satellites but we can assume that if they can take out our GPS sats they can take out communication satellites as well.

If its China we are screwed, if its Russia they are in the same boat because American components, Russian components, all made in Taiwan.

Does any nation have the capability to shoot down all of our GPS satellites? You only need 3 satellites to find a location and the government admits to having 24 up there. So as long as we have 1/8th capability left bombs and stuff could work in a limited capability.

But the enemy would only need to take out the ones over their country to ruin our capability. Who gives a shite if we can get GPS coverage over South America and Antarctica if we're trying to bomb China

The DoD has a lot of GPS satellites in orbit right now and new ones are sent up periodically. Plus many civilian companies use GPS chips that can work with the Russian GLONASS. I wouldn't be surprised if our GPS equipped systems could also use those signals for enhanced resolution even beyond what full spectrum GPS provides.

According to wikipedia a reveiver just needs to receive signals from 3 satellites to find its location. So as long as there are 3 satellites a receiver can find its location.

The logistics and technology of trying to shoot down the entire system is too complicated for any nation to knockout before we launched our anti-ballistic missiles at the enemy's satellite missiles. The more likely threat would be Russians or the Chinese hacking and jamming the signals.

ETA: There was a segment in one of the military channels future warfare shows that detailed this exact scenario. The system is so massive and has backups that an enemy could not knock it out before we responded and that response would more than likely be nuclear. I know your OP said no nukes but we would go nuclear before lost GPS and its backups.

Every military officer still has to train in map and compass land nav.

Of course, some are stronger than other at it. Some just flat out suck.

But we're 'Merica. We'll adapt and overcome.

By the time this nation tries to kill our satellites, we would already have ours going for their military bases. Not only would it be extremely hard to hit the satellites, they may still be functional even after they're hit.

Our military still has traditional map and compass capabilities. We'd be fine.

The EU has also launched their Galileo system which has another 30 satellites. Since the EU nations are also NATO nations. NATO has at its disposal 32 US satellites and 30 EU satellites. There is no way an enemy could knock all those out.
