To state that it is more common in a certain population isn't racist, unless you are one of those people who believe statistics are racist.

it's definitely not just a black thing, i see a ton of messicans in houston riding them. but it's hard to blame them, their legs are tired from pushing a lawnmower all day.

There are black people who are racist against other black people. And, apparently the same thing goes for white people, if Strong Safety/Tangerine/Afreaux are any indication.
I don't have a clear understanding of the dark vs light black people, but I know it exists on a very real level.
