Sounds like a Public Servant(s) or Haut Monde, Morbid Sexual Deviant made sure all the loose ends received "Undiluted Attention". Homicide Hunter: Lt Joe Kenda is the only answer.

I was in Cub Scouts with a kid who lived on that same road.

For some reason I thought Henry Lee Lucas or his buddy Ottis-Toole-of-the-CIA killed Manguno.
