Yeah, I don't see how she ended up there from inside the car.
To me it looks like the woman was blown down the street from behind the camera.

If you watch the video, I don't think the white car was actually in the wrong. The car with the camera had a red light but I think the winds pushed the car straight on through the intersection.

Click on the settings icon (looks like a gear) and you'll see an option to change the speed.
