Also, a lesson to be learned here is what happened when the US levee'd up the Mississippi River - now the coast of Louisiana is dying because stupid humans built cities next to a meandering river...

Its very likely something like that could frick up weather patterns that are vital to the area. Not worth it IMO.

Nimby.

I'd build the space elevator next to one of the walls. In fact they could make it safer for the space elevator.
