They already steal enough water from other people, so I don't see them paying for what they can just take.

Or they could get into the salt business.
There's one desalination plant in the country, in Tampa Bay.
Takes the salt out of salt water, sells the salt, uses the fresh water for the city.

Sure it's more expensive, but that seems right up Cali's ally.

This!! My former employer offered to build them these plants on a "toll-payoff" basis. They said no because of they way they looked, and the potential of hurtingt he poor baby fish. Australia has tons of them.
