how hard was it to write this story?

His bridge so he can do what he wants with it. If it really was unsafe it was probably best to close it.

What is the purpose of this bridge? It looks like there is solid ground on both sides of it.

Wow....guy thinks the bridge is unstable...more than likely was, and tore it down to redo it.

If he owns the bridge,and it collapsed while that lady was driving over it,she would sue the hell out of him.
