True, but it wasn't mandated, thus the difference isn't apparent. So most people will think this is a nonissue.
If local providers start doing what NN supporters are worried they'll do, people will be up in arms about it but it might be too late.

I've asked like 3 times what about the current regulatory scheme is stifling growth or hurting the consumer and have not gotten an answer.
