Here's their methodology. It would seem they really mean "TOWN". Still doesn't explain Lawton and Metarie. I guess they party hard at Cameron U and UNO.

“Bar availability” alone should have excluded Rexburg, Idaho. Home to BYU-Idaho. A school that has a dress code in a town full of Mormons. No thanks.

I prefer Charlottesville to Blacksburg, the "Hokie stone" on all the buildings is somewhat depressing.
