TD Subscriptions?

I've seen several posts mentioning a subscription for TD, but I am not finding it and think it is a joke used when people are demanding about features when they are not paying anything for the service.
Is it a joke? Is there somewhere to subscribe?

As mentioned, you need 10,000 posts and you are given certain bonus features. PM'ing abilities, access to the Classics Board, etc.
