The Rock and Bowl, if you've never been. I think they can even get in at night, but there is a cover in the evenings for live bands.

Sneak them into Vaughan's in the Bywater on a Thursday night to hear Kermit Ruffins. If you can't sneak them in, let them listen outside the bar and eat BBQ from the guy with the grill outside. Wednesdays in the Park is another great event to take them to as it's all ages and free.

I don't know what they're interested in but I see no one has mentioned the WW2 museum yet. It's pretty interesting and the Beyond All Boundaries show is pretty cool and only about an hour.
There are places to get some good food or a milkshake or something there too. City Park is an option. Maybe try to find some live street music in the Frenchman area since they can't get into bars.
I haven't experienced NOLA much as an under 21 person but obviously there are a ton of great places to eat just about anywhere in the city.

New Orleans is really awesome when you're 10. As a teenager, it sucks because it's so discouraging. You can see how awesome it is, but you're not quite old enough to participate. Once you hit 18, it gets incredible, 21 astounding. Once you have kids again, it kinda sucks. It's just the nature of the beast for a city built on unique food, cheap booze, and great music in sleazy bars.
