If they have the time/foresight to stick a cop in the intersection, why didn't they put down spike strips?

Not every cop/unit is equipped with every piece of equipment on the planet. Most don't have stop sticks.

That's right, they were used in a situation you are familiar with so errrbody has them. They are expensive and take up a bunch of room. I don't know of any agency that even a majority of patrol units have them.
