Strategy to slice up Europe into 24 pie-like countries, Vienna being the capital of the EU

This was after the Great War in 1929

What the map would have looked like:
The capital of their 'EU' would have been Vienna and this would have bave been their flag:

On the circular border of the Union Capital would be built 24 gates, each corresponding to the canton to which it gave access (Tor Bruxelles, Tor München, Tor Budapest, etc).
Despite the deliberate division into 24 cantons, the Union would recognise four constituent Nations: Romans, Germans, Slavs and Magyars. The first three of these are to be further subdivided into different peoples. Each canton includes people from at least two Nations.

The only reasons that Germany didn't conquer all of Europe is because Hitler made the mistake of forcing his army to fight a war on 2 fronts by invading the Soviet Union and because Japan attacked us and brought the US into the war.
