Something I dont understand about jack reacher 2, spoiler?

At one point there is a little 15 year old blonde girl running through a parade with three guys following her.
She's in Louisiana. She's surrounded by baws from texas, arkansas, mississippi, and Alabama. She's surround by black dudes from N.O.
Why wouldn't she just spin in a circle and say, "Those guys are chasing me and trying to rape me!"
It would be a coalition of drunks baws and brothers curb stomping three military guys.
Would have been a better climax to the movie if you ask me.

frick the Jack Reacher movies. I mean seriously, the entire premise of the character in the books was that Reacher is a huge overpowering guy, like 6'5" 250 lbs and they cast Cruise? I mean I actually like Tom Cruise as an actor, but he's completely wrong for that part.
Also, why did he smash the girl's phone, but not take her stolen credit card?

That is the least confusing thing about that movie. I kept trying to figure out how MPs suddenly had jurisdiction everywhere. I liked JR 1, but 2 was atrocious.
