Yeah this is stupid. You would have to assume too much in order to "solve" it. But if you do assume that then let's take it one step further:
If those are male sheep in the first pic and female sheep in the last pic but you can't tell because the fur is blocking everything, then are the sheep in the last pic = 12?

There's no valid reason to assume that the 4 candles in the symbol correlate to 1 per, that's why. There's no reason to assume that each of the sheep's legs are worth 5/4, either.

How is that relevant?
You know that the candles with 4 is equal to the number 4. you know the steeples with 3 is equal to 3. You have absolutely zero clue what the candles with 3 are equal to as you have absolutely zero clue what the steeples with 2 equal to.
